A box which takes public requests and rewrites them to be its own request.  Then it takes the result and passes it back the the real originator.

This hides the originator's identity: No one further upstream can see it as being anyone other than the relay.

Useful for anything anonymity is useful for - including all sorts of crimes.

Sadly, without them you lose a lot of flexibility in the network.  It's really really nice to be able to route around dead servers or people who refuse to listen to things from certain areas of the net.
