You start with 3 dice, and roll them at the start of your turn. The numbers on them restrict which spaces you can play them in.
The interesting bit is that there are lots of ways to mitigate the randomness. You can buy technologies that let you increase or decrease the number on a die, re-roll some dice, etc. You can also build more ships up to a total of 7, so with 7 dice and a few die-frobbling techs you can get almost any roll you want.
You get victory points by building colonies on regions of a planet. You score for each colony, and for having the majority of colonies in a region. Some of the techs can be discarded to move or swap the positions of colonies as a one-off effect, so there is interest in predicting when the game is likely to end and doing this at the most effective time.
