Cakes are GoodToEat? things. They are also VAT-free, because they're basic foodstuffs, whereas Chocolate Biscuits are luxuries.

JaffaCakes are Cakes rather than Biscuits (under BritishLaw?, at least - [reference]), because they start soft but go hard when you leave them too long.

The best Cakes have either LemonDrizzle or Marzipan and Icing on them.
