The canon story isn't much to tell - his manner of introduction is fun though.  As far as we can tell, he was a PC in one of the authors games.  So when the time came to explain the peripheral code (the code of laws, as set by precedent) they decided to do so using him (and some notable others) as an example.  Trying to figure out what his story is from the fines and rewards he earns is fun.

Less canonically, in AnimusSilvae?, he visited tribunal and accepted a challenge to try and hurt bear-mountain.  I remember playing him as excessively 'boom' minded ("Here's a spell you won't find in the books, kiddies!" *botch*) and the tradition continued.  I'll let someone else explain it, if they care to.  Oh, and he's english.  --Vitenka
