MK council has an enterprising attitude to council tax, which skips the pleasantries of a first bill, thus saving postage, and sends instead just red reminders.  It does this every four months, even to those persons who have qualified long-term exemptions on the records of the coucil tax office.  Thus every 4 months it was necessary to get another "I'm exempt for three years coz I'm a PhD student" form from the OpenUniversity, with corresponding paperwork. 

They sent all these things to everyone in the town, I recall, as as soon as you got one, all three phones would log-jam solid for the next three weeks (yes, they had three people in the office dealing with 238,000 inhabitants of a very large town).

This wore thin after the first seven times it had to be sorted out.
