A continually updated list of bad people (IPs, URLs, whatever) which can be used by participating resources to keep those people off the net. Useful against flood attacks (such as spam) when it is easier for most sites to check incoming connections against the list than it is to actually process the attack and then classify it as 'bad'. --Vitenka
