Object of the game
Offer definitions for things. People have to be able to guess the thing from the definition; there is a bonus for the "best" definition.
Equipment
N players, where N>=5
A bunch of cards with phrases/words to define (can be pinched from another such game during protoyping)
N phrase envelopes labelled A, B, C, D, E, F...
N clue envelopes, labelled N, O, P, Q, R, S,...
A set of phase+turn indicator cards
A box for each possible player count:
Each box contains several envelopes
Each envelope contains a set of N procedure cards
A lot of scraps of paper which will fit in the envelopes, plus writing implements
Game setup
Shuffle the procedure envelopes for the current player count
Shuffle the phrases
Select the phase/turn cards appropriate to the player count and stack them in order
Put N phrase envelopes and N clue envelopes in the middle of the table
Give everybody scraps of paper and a writing implement
Start of each round
Deal a phrase card to each player
Take the top envelope from the procedure deck
Remove the cards and shuffle them
Deal one procedure card to each player
Reveal the phase+turn cards one by one, and follow the procedure on the procedure cards

SETUP PHASE
Put your phrase card in envelope G.
CLUING PHASE
Each turn:
Look at the phrase in the designated phrase envelope
Devise a clue for that phrase
On a scrap of paper, write the phrase envelope's letter, and your clue.
Put the scrap of paper in the designated clue envelope
Turns:
A -> S
F -> O
C -> Q
H -> U
GUESSING PHASE
Take clue envelope P. You should find it contains clues for phrases B, D, E, I.
Try to guess the phrases. Write each guess on the corresponding scrap of paper and put it in that phrase's envelope.
CHOOSING PHASE
Open phrase envelope G. Discard any scraps with incorrect guesses. From the clues that were guessed correctly, choose the one you like best.
End of each phase
Reveal what happened and (hopefully) laugh
Scoring. Every player receives:
1 point for each clue they gave which was guessed correctly
a bonus of (TBD) points for each of their clues that was liked best.
Set aside the used phrases
Put the procedure cards back in their envelope and set it aside
Dispose of the scraps of paper
Notes on the configuration of the procedure cards
For odd (2x+1) player counts, each phrase will be:
Stuffed in to an envelope by 1 player
Clued by x other players
Guessed by the remaining x players
...then a winner is chosen by the player who stuffed the enveloped
Each player gets to create x clues, guess x clues and choose 1 clue. Every pair of players should have exactly one "interaction"
For even (2x+2) player counts, things are much the same, except each player interacts with all but one of the other players.
(Everyone having a phone app would probably be simpler, but that can't be guaranteed.)
