I had a think about Railways, and couldn't come up with anything that sufficiently justified the added complexity.  Unless you have any ideas, I suggest we drop them for now, which would simplify the terrain costs.  Don't allow building rivers, no railways, so just one cost per terrain to keep track of.  Yes, that isn't symmetric, but perhaps that's no bad thing - mountains ARE harder to build on, and that's what gives networks their characteristic individuality, rather than being a deterministic grid.  Having narrow passes that roads are financially incentivised to go through is what gives a toll booth its prime position.--DR

Maybe there should be a small cost to build or move a tollbooth, with it costing more to man one in the hills or plains?
