[Electric Box] is a free Flash puzzle game.
In order to get electric power from the source to the target, you'll have to convert it to and from laser light, visible light, steam power, water power, air power, and use robots and destructive balls to change your circuits on the fly.

And it has a level editor (when you play it at [the game's homepage]). (With the very good feature that you can't export a code for your level until you've demonstrated it can be solved.)
