Oddly, the technology makes more sense than many 'real' SciFi games. The aliens are deliberately 'humans with makeup' and there's even an excuse for why they all speak English. (Long story short: We actually speak alien TradeTongue?. Or 'intergalactic hick' as it is known.)
The rules are nice and simple (half D12 roll over, half 'flip a card to keep track of what you can still do this turn') and there's plenty of detailed ideas and plenty more room for new ideas to fit.
Character design (which is, largely, ship design) is entirely point buy.
I (Vitenka) found it bargain basement, as a 'get one free', and love it more than the thing I actually went in to get. ... and so I put together a Vitenka/TechnologyGenerator for it.
