When a city changes control as described on the /TurnStructure:
Replace the city marker with one of the new controller's colour. Existing production spots do not change control? Nor do tollbooths?
Yep.--DR

Can the previous owners of a tollbooth still move it around?
And, if there are two tollbooths controlled by different players, who gets to move first?--DR

Do existing production spots owned by other players still grow / receive new goods as the city grows?
Absolutely.--DR

If so, will there be an issue with tracking this, if there are other cities in the area too?
Good question.  I would say that a spot can only belong to a single city, and we need to have a fixed rule that determines which city that is.  Which does mean that if city B poaches a production spot from city A (by out growing it), then city A will then have unused production spot quota and a new spot could be paid for and constructed by the current controlled of city A.--DR

Maybe any city growing increases the goods at *all* production spots in its AoI?, no matter which city they were affiliated to or who owns them?
Hmm. That would mean ownership of a production spot in the overlap of two different cities would be very lucrative.  You might even want someone to steal your ownship of a city around which you've built production, in order that you could then found a new city right next to it.  My intuition is to mark that as a variant worth trying, but leave it for the time being.

/PhysRep? - perhaps have the player colour pieces used to mark production spots have directionality (eg a pointer, or a front and back side), so you can point them at the city controlling them.
