Mice are BumpAndGo? robots. They walk straight, and turn right when they hit a wall.
Cats do the same.
Cats eat mice.
Both mice and cats can fall down holes. This is bad for them.
Both cats and mice can enter the rockets. Mice in rockets is good, cats in your rockets are bad. Cats in your opponents rockets are good.

Cats and mice both follow arrows that are placed for them.

In puzzle mode, you have a small stock of arrows which you may place, and then set time running. Every mouse must make it to a rocket before any mouse falls in a hole, cat eats a mouse or cat reaches a rocket. Cats move at a different rate to mice.

In competitive mode, four players (any or all of which may be AI controlled) must place arrows whilst the mice and cats are moving. The objective is to direct as many mice as possible to your spaceship, whilst avoiding directing any cats to it. Arrows time out after a short length of time and there are bonuses to collect - doubling the speed of all mice, or halting all cats for a time and such.

The music adds to the insanity feeling.

Exists as a GBA game and a DreamCast game, both very similar. I think there is a PlayStation version as well though I'm not sure.

: Unfortunately, uses Java. And demands the Microsoft VM, the Sun one doesn't work. Which is unfortunate, as I can't get the MS Java VM to work these days.
