I'm somewhat wary of attempting to define this given the varied views that seem to exist among ToothyWikizens, but contributing factors seem to include:
I've found the opposite to the last point; that a pub which people think has atmosphere invariably tends to be one which is noisy and crowded.  So you end up standing and miming at people.  --Angoel
This would be an example of a /Bad? PubAtmosphere rather than a good one --ColinT
Opinions as to whether this kind of PubAtmosphere is a GoodThing or not vary.

I recall some pub not far from the RealityCheckpoint which was a no-smoking pub. This seems like a good thing, but you do find afterwards that you smell of stale ale instead of cigarette smoke. It does at least allow you to breathe normally whilst drinking, and I think the food was of an acceptable standard, if a little too far from ClareColony? -- ColinT

Alternatively, a euphemism for "cigarette smoke".
